Chandler Duncan is a national expert with over 24 years of research and consulting experience relating to the performance and economic role of transportation facilities, corridors and programs.  His combined specialties in transportation economics, performance management and investment management leaves his clients empowered to make and defend transportation investment strategies that make economic and business sense.  Before joining Metro Analytics in March of 2018, Mr. Duncan served for eight years as a principal at Boston-based EDR Group, leading the group’s MPO state DOT planning and policy efforts.  He has also held consulting positions at Wilbur Smith Associates (now CDM Smith), BRW, Inc. (now URS), served as an Intelligence Analyst in the US Navy through operations Enduring Freedom and Iraqi Freedom, held staff positions at Minnesota DOT and the Charlotte, NC MPO and has held research appointments at the UNC-Chapel Hill Highway Safety Research Center, the Southern Growth Policies Board and the University of Minnesota Humphrey Institute of Public Affairs.

  • Led statewide analysis of the economic benefits and impacts of the freight and workforce accessibility gains of the Governor’s 25-year vision for North Carolina DOT
  • Project Manager for the 2013 Economic Impact of the Utah Unified Plan for the Utah Transportation Coalition
  • Project Manager for the 2016 study of the Economic Impact of Transit in Hampton Roads, Virginia

Land Use Modeling

  • Led the 2012 development of land use scenarios in CUBE Land sofware for sensitivity testing in the Ohio River Bridges traffic & revenue due diligence effort for both Indiana Finance Authority and Kentucky Transportation Cabinet.
  • Led the assessment of comparative performance and economic impacts of different in-fill scenarios for the Pikes Peak Area Council of Governments 2015 long range plan update – including effects of alternative land use scenarios on overall economic impact as well as project prioritization

NCHRP 19-14

“Right-sizing” transportation infrastructure is repurposing, re-using or fundamentally re-sizing (either larger or smaller) an existing asset (or in some cases, plans for a future asset) for a newly understood economic function or purpose. As transportation and land markets have shifted over the decades, transportation infrastructure has often remained rigid — standing as long as a century or more but no longer generating the economic benefits which justified its construction.
